Why Seams Are the Whole Story
Before comparing materials, understand where flat roofs fail. It is almost never the middle of a sheet. It is the seams, the flashings, and the penetrations — vents, drains, skylights, and the transition up a parapet wall.
That single fact explains most of the difference between these systems.
TPO seams are heat-welded. A hot-air welder fuses two sheets into one continuous piece of plastic. The seam is not a joint held together by glue — it is a molecular bond, and it is typically stronger than the membrane itself. This is the main technical argument for TPO.
EPDM seams are adhered with tape or liquid adhesive. Modern EPDM seam tapes are good, but an adhesive bond is still a bond between two surfaces rather than a fusion of them, and adhesives are the component most affected by age and workmanship.
Modified bitumen seams are torched, hot-mopped, or self-adhered depending on the product. Done properly they are extremely robust; the torch-applied version carries real fire risk during installation and is not appropriate for every building.
TPO Roofing — Reflective and Weldable
TPO roofing has become the default for new flat-roof work, and for two good reasons: welded seams and a white reflective surface.
The reflectivity matters more than people expect. A black roof on a Philadelphia rowhome in July can reach well over 150°F, and that heat drives straight into the top floor. A white TPO membrane reflects most of that solar energy instead of absorbing it. On a building where the top floor is living space, the difference in summer comfort and cooling cost is noticeable rather than theoretical.
TPO is also a relatively light system, which matters on older buildings where roof structure was not designed for multiple layers of accumulated roofing.
The honest caveat: TPO formulations have improved considerably over the years, and quality varies between manufacturers. Membrane thickness matters too — a thicker membrane resists punctures and foot traffic better. It is a specification worth asking about rather than assuming.
EPDM — The Proven Rubber Roof

EPDM is often the least expensive option and is genuinely reliable. Its main weaknesses are adhesive-dependent seams and a softer surface that is easier to puncture — relevant on a roof that gets regular foot traffic for HVAC servicing.
Modified Bitumen — Tough Underfoot
Modified bitumen is asphalt reinforced with polymer and fiberglass or polyester, installed in layers. Think of it as the evolution of traditional built-up tar-and-gravel roofing.
Its strength is toughness. A granulated-surface modified bitumen roof handles foot traffic, dropped tools, and abuse better than either single-ply option, which makes it a sensible choice for roofs that get walked on regularly or for smaller areas with lots of penetrations and awkward detailing.
It is heavier, its lifespan is generally shorter than the single-plies, and torch-applied installation involves an open flame on the roof — a real consideration on an older building or in a dense rowhome block.
Don’t Forget the Parapet
Most Philadelphia flat roofs have parapet walls — the low walls running up around the roof edge — and they are the single most common source of leaks on rowhomes.
Water gets in at the top of the parapet, soaks down inside the wall, and shows up as damage on the interior that looks nothing like a roof leak. Homeowners then replace the roof membrane, the problem continues, and everyone is confused.
The fix is a proper parapet coping system — a metal cap that sheds water off the top of the wall, with correctly sealed joints and the membrane flashed up and terminated behind it.
